The minutes of the September retreat were approved as distributed.
Commissioner Richard Pemberton presented a plaque expressing appreciation to Roy Hunter for his service on the study committee. Roy was not able to attend the September retreat.
Darin Starr gave a report on the Virtual Training Initiative. This idea has now been incorporated into a non-profit group called the Saline County Learning Center. They will focus efforts on training for the work force and hope to receive financial support from businesses such as Con Agra and Excel.
Mark Belwood reported on the EPA sustainable development challenge grant. After careful study of requirements, it seemed to Mark and Darin that it was not possible to submit a grant that would be successfully funded. Perhaps at this time next year we may be in a position to do so.
In looking over the new committees, it was suggested we add a subcommittee on grant research and writing under the policy development committee. Richard Pemberton asked to be added to the water quality/odor committee and be removed from the public issues forum committee. Darin Starr will be removed from the Heart of Saline County committee since he was serving on more than two committees.
The Saline County Study Group will set up an exhibit at the Missouri Association of Counties November 21-23. Kathy Miller, Mark Belwood, Cynthia Crawford, Chris Barnett, and Sandy Stegall met to plan the exhibit. The header will say, The Saline County Study, subhead, Knowledge-Based Community Decision Making. The Heart of Saline County PowerPoint show will be presented. Six photos/graphics and cutlines will be used on the display: Understanding the use tax, Studying GIS maps, Saline County study group, Preparing for future land use, Preserving the quality of life, Making informed decisions. Brochures will be available and GIS maps will be shown on a laptop.
A photo of the group was taken at break time. This will be used in the exhibit for the Association of Counties meeting. Cynthia will be taking photos of the commissioners also.
Following the break Mike Dillon presented Chris Post a plaque in appreciation of his media coverage of the study group.
Roy Hunter distributed copies of the quarterly insert published by the Marshall-Saline Development Corporation. He requested the study group be featured in the next insert.
Cynthia Crawford reported on discussions with Dr. Ron Powers concerning a public issues forum on the topic of land use. A new forum has recently been developed and Dr. Powers suggested the study group participate in the forum and make recommendations on its appropriateness for use in Saline County. Dr. Powers suggested dates of November 1 or Nov. 29. Roy Hunter moved, Mike Dillon seconded, that we conduct a Public Issues Forum on Land Use with Dr. Ron Powers on November 1. Carried. Meeting to be 6:30-9:30 at the Spainhower building at the Hab Center, no supper provided. We will plan on our regular meeting November 8 as a follow-up if necessary.
Cynthia Crawford presented the idea of a Leadership Fellowship for the purpose of educating and engaging Saline County leaders in the issues being studied by the committee the last two years. The opportunity to network with Saline County leaders, experience character and ethics education, and participate in a Land Use Public Issues Forum and AHP criteria ranking process would be part of this three-day class.
The idea is that during the course of one month a class of approximately 20 people would meet three days. In five months 100 Saline County leaders would be involved in planning for our future. They would be prepared to be active participants in policy decision making, will have been introduced to new technology to aid in knowledge-based decision making, and be introduced to group solving processes. The class would end with a reporting time with the county commissioners.
Budget for the leadership fellowship would be approximately $100.00 per person with each participant paying $50.00. Each steering committee member would go through with a group and serve as a mentor. Kathy Borgman moved, LeAnn Haling seconded, that we proceed with the Leadership Fellowship plan. Carried. Cynthia Crawford was commended for her work in developing the draft idea.
Roy Hunter volunteered to work with Cynthia on the Leadership Fellowship committee. Ruthie Cramer will be asked to join the group as well as Jim Seigfreid and Robert Ashford who worked on the previous Excel project in Saline County that promoted leadership training.
Kathy Borgman moved, Mark Belwood seconded, that Cynthia Crawford talk to the county commissioners about funding for the last quarter of 1999. She will request funds for start-up expenses for the Leadership Fellowship program, approximately $1,500-$2,000. Carried. In November we will need to make a budget request for next years work with the study committee.
The Heart of Saline County PowerPoint program will be presented at the Marshall Chamber of Commerce Newcomers banquet November 4. That committee will meet before to make final arrangements for the presentation. Suggestions for additions to the slide presentation included more photos of schools, more inside pictures, more photos of people, photos of salt springs, and wider coverage of the county.
Kathy Borgman announced she would be attending the Voyage of Recovery Conference in St. Charles on November 8 and 9. She will also miss the Nov. 1 meeting due to vacation plans. LeAnn Haling volunteered to serve as recorder in her absence.
