This meeting was the initial meeting for the steering committee. It was designed to help the members of the steering committee and management team get to know each other. Attendees were presented an informational packet that included the study proposal and the recent Missouri Supreme Court ruling regarding the Premium Standard Farms (PSF)/Lincoln Township case. The packet also included proposed roles for the steering committee and management teams with pertinent questions to think about. The meeting began with a meal catered by Barbecue Pit Stop.
After the meal Mel Zielinski had everyone introduce themselves to the group. The group then went through an exercise that showed the makeup of the group based on the four categories of numbers people, big picture people, structured people, and nurturers. Mel said that we were a diverse group, and that was good because where everyone thinks alike no one thinks very much.
Each of the commissioners briefly gave their thoughts on the project. Russell stated that this is not a CAFO study anymore. He said we did what we wanted for 187 years, but now we need some controls. He said we need a balance in the county. He said he doesn't like the term 'Planning and Zoning'. Mike said land use might not be exactly the right term, but he agreed with Russell that this was not a CAFO study anymore. He said our group is not a zoning group, but it is a planning group. He posed the question as to whether current statutes need to be changed. Richard stressed the need to maintain quality of life and to plan for the future. He referred to the recent Missouri Supreme Court ruling regarding PSF. He suggested that this study should address the issue of local control that the Supreme Court decision raised.
At the suggestion of Marc Harris, each person was asked to bring a list of five thoughts and five solutions regarding the project to the next meeting. Also placed on the agenda for the next meeting was the election of a spokesperson for the steering committee. The next meeting was set for Wednesday, July 9, 1997 from 7 to 9 PM CDT at the Farm Services Credit Building on North Highway 65, Marshall.
