 Chairman Mark Belwood called the meeting to order at 7:00 p.m.  The minutes of the November meeting were approved as corrected:  Darin Starr was present at the meeting, Cynthia Crawford was not. Cynthia requested to be removed from the committee working with Jim Scott on his presentation.   Cynthia volunteered to help with the AHP committee.  Kathy Borgman requested she be removed from the AHP committee.

 Mark announced he had conversations with Velma Bacon about a comment he had made to the State Agricultural Director about zoning and planning at a public meeting in Saline County.  Mark invited her to make her comments known to the study group.  She was not able to attend tonight’s meeting, but sent a brief note that was distributed.  The group assured Mark he had not acted in any improper manner because everyone is entitled to speak for him or herself and he was not representing the study group at the meeting.

 Dr. Ron Powers reported on the Land Use Public Issues Forum Committee that was formed to “develop a land use public issue forum booklet specific to Saline County”.  The committee has met four times, identifying the land use concerns of local citizens, organizing them into groups, and placing them in possible “policy choices.”  The goal is to have the booklet completed to use in the first L.I.F.E. classes in February.

 Dr. Powers requested the study group organize 4-5 small (5-6 people each) focus groups of citizens that have not been directly involved in the process to review the booklet and provide feedback.  The goal is to have these groups meet with Dr. Powers the week of January 10.  Richard Clemens will gather a group from the pork producers, Kathy Borgman from the Arrow Rock area, and Ruthie Cramer from the Marshall business community.  We will work towards getting someone from Slater and Sweet Springs to gather groups.  Groups are asked to meet for 1-1 ½ hrs to review the clarity of the booklet, its language, etc., not to have the actual public issue deliberation.

 The next meeting of the Public Issues Forum Committee will be at 6:00 p.m. on January 10, our regular meeting night.   The Study Committee will meet at 7:30 instead of the usual 7:00 p.m.

 Currently Chris Fulcher, Mark Belwood, and one commissioner are scheduled to work with Jim Scott to present a paper on our study group to the Public Administration Theory Network at their conference this January in Florida.  They welcome more volunteers to work with them.

 In Tom Johnson’s absence, there was no report on contact with the Federal Reserve Center for Rural Studies.

 Cynthia Crawford reported on plans for the L.I.F.E Leadership Fellowship program.  Two groups are meeting, one to plan content, the other to serve as a steering committee to take care of the “nuts and bolts”.  Cynthia presented an overview of the content of the three-day leadership fellowship.  It will include character development for leadership, the public issue forum, time for personal reflection, and time to report to the commissioners.

 Study group participants are asked to serve as mentors, attending one of the fellowship classes.  The $100 participation fee will be waived for study members; they will be asked to help recruit fellows and will carry out designated duties as mentors.  The leadership fellowship is seeking to bring together emerging and existing leaders of the county.   Mentors to date are:  February-Vince Buck, Ruthie Cramer, and Mark Belwood, March-Becky Plattner, Kathy Borgman, and Cheryl Zimny, April-LeAnn Haling, and May-Wayne McReynolds.

 The County Commissioners are in the budget process now and will provide the study as much support as possible.  In the previous two years, the county has provided $12,500 towards the study plus approximately $12,500 of “in kind” services.   University Outreach and Extension committed to contributing $177,884 over the first two years of the study. The extension of the memorandum of agreement into the third year calls for Saline County to provide an additional $10,000. University Outreach and Extension will provide the additional support (up to $15,000 and time of faculty and staff estimated at $70,000) needed to complete the agreed upon work plan.

 Following a break Mark Belwood showed some of the new updates on our web page.  A number of helpful links have been added.  Chris Fulcher demonstrated the new “do it yourself” map feature.  The staff at CARES are preparing a CD ROM that will have much of the GIS data on it, making it available to a wider audience at a quicker time frame than most modems allow.  The goal is to have the CD ROM ready for the February L.I.F.E. classes.

 The Extension staff had the photos on display that were set up for a booth as the Missouri Assembly of Counties.

 Meeting adjourned 9:10 p.m.
