 Chairman Mark Belwood called the meeting to order at 7:15 p.m. Mark reported Jim Meyer is working on the rural residence data layer update.  Chris Fulcher reported to Mark that CARES is making user-friendly improvements on their overall web site and adding new functions.

 Minutes of the July 24 meeting were approved as distributed.

 Richard Clemens introduced Jay Plattner from Saline County, the current Vice-President of the Missouri Farm Bureau.  Every year the membership of the Farm Bureau draft their policies on numerous issues.  Jay presented information on areas of interest to the Saline County Study.  On the issue of county planning and zoning, the Farm Bureau favors regulation of agriculture on a state level and they do not support county commissions or county health organizations regulating agriculture. On mergers and acquisitions, the Farm Bureau believes that consolidation within the agricultural sector is having adverse economic impact on family farmers and they recommend creating an agricultural antitrust advisor at the US Department of Justice.  Jay commented that these topics have been heavily discussed in past years.  Input can be given through local chapters.

 Mark reported he has contacted a representative from the Missouri Farmer’s Union requesting similar information from them.

 After a break, Mark noted he had wrongly reported that the statues that are the basis of Saline County Ordinance 97.1 no longer exist, those statues do in fact still exist. 

 Mark Belwood was thanked for his work preparing a written recommendation.  The draft recommendation was discussed.  Mark said he felt he should have added more about the importance of citizen involvement and the need for planning for the future of the county.  Mark also distributed comments made by Jerry Organ about the good neighbor policy and the health ordinance.  It was generally agreed that we liked Jerry’s suggestion that the good neighbor policy include a board of mediation with eleven representatives, one from each township, trained as mediators.  He noted it seemed to work best when there was one mediator and the parties involved had the opportunity to select that mediator.  In discussion, we felt it might be good to recommend that commissioners appoint the mediation board as a balance to the planning and zoning board that would be elected. 

 In discussion about the recommendation that we not pursue a county health ordinance to regulate CAFOs at this time, it was agreed that we state situations could arise where the health ordinance approach might need to be considered.  Additional comments were added to the list of items to consider if a health ordinance were to be considered.  These items were the fact that a health ordinance added another layer of regulations and Jerry Organ’s comments about what he felt would be upheld, i.e. odor concentrations at property boundaries and water quality issues.  While there were other minor changes mentioned, these two sections received the most discussion.

 Our next meeting was changed from August 14 to August 21, 7:00 p.m. to accommodate everyone’s attendance.  It was felt the draft could be finalized at this meeting.   Once finalized, we anticipate sending the recommendation to the commissioners before a formal meeting with them.  Receiving the recommendation in advance will allow the commissioners to prepare any questions they might have for the study group at the time of the formal meeting.

 Darin reported on new EPA rules geared at controlling polluted runoff.

 Meeting adjourned 10:00 p.m.
