Chairman Belwood called the meeting to order at 7:00 p.m. Chris Fulcher introduced Dave Connett of CARES who
is working with a new data visualization project.
On behalf of the study group, Becky Plattner thanked chairman
Mark Belwood and recorder Kathy Borgman for their service to the group and presented them
each with a basket of tree ripe peaches.
The minutes of the August 21 meeting were approved as read.
Mark announced he still has some items to be posted on the
Saline County Web Page.
Kathy Borgman moved the $2,600 of LIFE fees, plus the
additional $150 to be received from LIFE fees, stay with the LIFE program. LeAnn Haling seconded. Carried. LIFE
II will be on the topic: Putting Unity in
Community: Children, Youth, and Families in
Saline County.
Alumni of LIFE I will meet November 16, 5:45 p.m. at Maxines
in Slater. Richard Clemens moved that the
Study Group participate in this evening meal and program with Daryl Hobbs, each paying
cost, $10.00. Becky Plattner seconded. Carried.
LeAnn Haling moved the remaining money from the study,
approximately $1,200, be returned to the commissioners with the recommendation that it be
used to begin implementation of planning and zoning for the county.
Mark presented the final draft copy of the recommendation for
review. Besides some minor changes, it was
decided to alter the sentence in the health ordinance section to equate gaseous emissions
to chemical concentrations that must be measurable at property boundaries to be legally
defensible.
With no further discussion, the vote was taken by the raising
of hands. All seven committee members in
attendance voted yes. Members not
in attendance were given the option to send a written vote to the Extension office or to
Mark Belwood. None were received.
The Recommendation will be posted on the web and a copy given
immediately to the Commissioners. The formal
presentation to the Commissioners will be made at 9:00 a.m. on Wednesday, August 30, 2000,
in their chambers.
Becky Plattner asked if we, as a committee, would receive an
official response to the recommendation. It
was decided in his remarks to the commission on Wednesday, Mark would request we receive
an official response that could be reported at the November 16 meeting.
Becky, LeAnn, and Mark said they would be available to help
answer questions, etc. and serve in any way to make a transition to any group that might
be appointed if the commissioners act on the recommendation. Mark will also supply the commissioners with
copies of health ordinances and planning and zoning documents secured in our research.
Kathy Borgman moved this be the final meeting of the study
group. Vince Buck seconded. Carried. Earlier
there was some discussion about a meeting with Larry Meeker of the Federal Reserve. Since we will not meet again, it was suggested if
a planning and zoning commission is appointed, they may wish to meet with him.
Chris Fulcher presented aerial maps of Saline County for us to
provide additional information for the rural residences data layer. We will plan to have updates made by November 1,
2000.
