 Chairman Mark Belwood called the meeting to order at 7:20 p.m.  He reported CARES has made three additions to the Web site:  1) DNR CAFO data layer, 2) Pre-settlement Prairie lands, and 3) Public land survey data layer.  LeAnn Haling had a change in vacation and was not able to attend tonight.  Cynthia Crawford is taking a special assignment for two years and will be recruiting for new extension staff throughout the state.  She will be traveling and working from her home.

 The minutes of the August 7 meeting were approved as amended to change the spelling of statues to statutes.

 Mark provided copies of draft #2 of the recommendation showing deletions and additions to draft #1.  The following changes were discussed:

 

      ·        add a brief explanation of the statutes referred to by number in the document especially in paragraph two and the last point under health ordinance discussion,
·         changes to Good Neighbor Policy based on discussion with Jerry Organ,
·         addition to the Rationale section that comments on the fears expressed about what a planning and zoning plan might look like, and how such fears may be allayed if a plan is presented in a positive light,
·         rewording of the role of CPAC as reviewed by Tom Johnson,
·         deletion of reference to skepticism regarding Extension’s involvement since there was really no evidence of that in comments from the public forum, and
·         the continued role of Extension as reviewed by Darin and Cynthia. 

 Richard  Clemens moved we adopt draft #2 as amended, Kathy Borgman seconded, carried.  It was decided we would meet next Monday, August 28, 7:00 p.m. at the Extension office to take the final vote on the recommendation.  Mark will make changes tomorrow and they will be e-mailed and sent by mail to all members.  If members cannot attend the next meeting, they are requested to make their vote by written statement. 

 Cynthia will request a meeting with the commissioners on August 30 or Sept 1 for formal presentation.  They will be given a copy of the recommendation after approval at the August 28 meeting and it will be posted on the web.

 At the August 28 meeting, the committee will be asked to make a recommendation for the final disbursement of funds left from LIFE (about $2,550) and in the Study budget ($1,200).  The steering committee for LIFE II requested LIFE funds be used to continue this program in the county.  We will also discuss if we want to schedule a visit with Larry Meeker of the Federal Reserve and meet with LIFE group that is planning a November meeting.
