Minutes for November 1st, 1999

Chairman Mark Belwood called the meeting to order at 6:30 P.M.. Mark announced the Heart of Saline County Power Point Presentation would be given at the Marshall Chamber of Commerce newcomers banquet on Thursday, November 4. Also at this meeting, Jim Seigfreid will officially announce the formation of the Leadership Fellowship program.

He introduced Bob Stewart from the Marshall Democrat News who is replacing Chris Post.

Mark reported the county commissions appropriated $2,500 to help fund the final quarter of 1999--most of which will be seed money for the fellowship.

The meeting was turned over to Dr. Ron Powers to begin the process of developing an issue booklet for future issue forums in Saline County. Dr. Powers introduced the group to two publications:

Land Use Conflicts: When City and Country Clash -- prepared by
Public Agenda in cooperation with the Kettering Foundation.

A Nice Place to Live: Creating Communities, Fighting Sprawl -- Prepared
by National Extension Public Policy Education Committee in cooperation with the Farm Foundation.

The challenge for our group is to develop a similar booklet by framing choices on incompatible land uses. He recommended we select three or four directions for consideration and present arguments in support and against each choice. The purpose of the booklet is to explore options, not to choose the best answer. Dr. Powers presented steps to be taken in the framing process, and sent a follow up letter to the Public Issues Forum Committee on November 3 outlining his recommended procedure. This sentence is hyperlinked to that letter.  He also suggested that current regulations shouldn’t impede the discussion process. We should be open to "what if". The direction of the study might lead us to work for changes in current regulations.

He requested that the Public issues Forum Committee review the two booklets, and a meeting of the committee was scheduled for November 8, 6:30 P.M. at the Spainhower Building, to begin the framing process.

The Public issues Forum Committee was expanded to include the following people: LeAnn Haling, Kathy Borgman, Roy Hunter, Mike Dillon, Tom Johnson, Anna Cox, Ruthie Cramer, Mark Belwood, Gerry Snapp, Richard Clemens, Becky Plattner, Chris Fulcher, under the direction of Dr. Ron Powers.

Cynthia Crawford distributed brochures for our consideration entitled "Saline County L.I.F.E."  These would be used to invite Saline County residents to participate in 3-day leadership fellowships, with a goal of reaching 100 residents. This sentence is hyperlinked to an online version of that brochure.  Early in December, Cynthia will meet with presenters for these fellowships.

Mark Belwood and Tom Johnson will contact Jerry Organ for his notes on his presentation to our group concerning the legal issues surrounding land use.

Chris Fulcher reported the majority of "hits" on our web site have come from the states of California, Virginia, and Montana.

The next regular meeting for the full study group was scheduled for 7:30 P.M. on Monday, November 8, 1999, at the Saline County Extension Center in Marshall. The Public Issues Forum Committee will meet with Dr. Powers at 6:30 prior to the full meeting at 7:30 P.M.
