Pertinent Court Decisions:

• PSF vs. Lincoln Township -- decided by the Missouri Supreme Court on May 27, 1997.  This case involves a township's authority to regulate agriculture under the state's P&Z enabling statutes.  Because the P&Z enabling statutes for counties are very similar to those for townships, this case has relevance to rural Missouri counties.

• CLARENCE BORMANN and CAROLINE BORMANN, Husband and Wife; LEONARD McGUIRE and CECELIA McGUIRE, Husband and Wife, Appellants, vs. BOARD OF SUPERVISORS IN AND FOR KOSSUTH COUNTY, IOWA -- This September 23, 1998 Iowa Supreme Court decision deals with Iowa's right-to-farm law.  This case likely has a bearing on right-to-farm laws all states, because the case went all the way to the U.S. Supreme Court where the Iowa decision was let stand.  The preceding link is to the full decision; a summary is also available..
• Linn County Health Ordinance Case -- decided by the Missouri Court of Appeals Western District on November 23, 1999.  This case deals with the ability of a county to regulate CAFOs by means of a health ordinance.
• THE COUNTY OF KNOX ex rel. ROBERT MASTERSON, Knox County Zoning Department Administrator, et al., Appellants, v. THE HIGHLANDS, L.L.C., et al., Appellees -- This December 2, 1999 Illinois Supreme Court decision is interesting because it deals with many of the same issues that arose in the PSF vs. Lincoln Township case.

• Kettering Foundation -The Charles F. Kettering Foundation is a non-profit research foundation dedicated to researching the relationships between democracy and the public.
• Public Agenda is a nonpartisan, nonprofit public opinion research and citizen education organization based in New York City. It was founded in 1975 by social scientist and author Daniel Yankelovich and former Secretary of State Cyrus Vance.
• The Farm Foundation is a nonprofit organization, founded in 1933, to improve the well-being of U.S. agriculture and rural people.  A document on the site that was mentioned specifically in the Land Use Conflict booklet is Increasing Understanding of Public Problems and Policies--1998.
• The Sprawl Watch Clearinghouse mission is to make the tools, techniques, and strategies developed to manage growth, accessible to citizens, grassroots organizations, environmentalists, public officials, planners, architects, the media and business leaders. The Clearinghouse identifies, collects, compiles, and disseminates information on the best land use practices, for those listed above.
• The SmartGrowth Network helps create national, regional, and local coalitions to encourage metropolitan development that is environmentally smart, fiscally smart, and economically and socially smart.
• The East-West Gateway Coordinating Council is the metropolitan planning organization and the council of governments in the St. Louis region, but the Council's web site has much information valuable to local governments in general.  The Resources for Local Government page is especially useful.
• President's Council on Sustainable Development: Draft Report to the President -  This January 9 1999 report relates to the Saline County Study.  The chapter on sustainable communities is especially relevant.
• Clean Water Action Plan - This site contains information about the plan to address the nation's remaining water pollution problems.
• The American Farmland Trust (AFT) works to stop the loss of productive farmland and to promote farming practices that lead to a healthy environment.  One page of the site is devoted to farmland protection tools and techniques.  Included among the links is a link to the American Farmland Trust Farmland Protection Toolbox.
• American Planning Association
• 1000 Friends of Oregon is a nonprofit charitable organization, founded in 1975 by Governor Tom McCall and Henry Richmond as the citizens' voice for land use planning that protects Oregon's quality of life from the effects of growth.
• Innovative Rural Zoning slide show from Union County, Pennsylvania
• The Political Economy Research Center (PERC) is a nationally recognized institute located in Bozeman, Montana. Their primary goal is to provide market solutions to environmental problems. PERC pioneered the approach known as free market environmentalism.
• The Land Use Forum Network, Inc. (LUFNET) is a 501c3, non-profit that teaches a collaborative process for planning land development so that it makes the surrounding neighborhood the best possible place to live.
