AMENDMENT #2
MEMORANDUM OF AGREEMENT
between the
SALINE COUNTY COMMISSION
and
UNIVERSITY OUTREACH AND EXTENSION
UNIVERSITY OF MISSOURI

WHEREAS the Saline County Commission and University Outreach and Extension agree that satisfactory progress has been made toward the objectives of the project entitled, "Decision Support Assistance for Knowledge Based County Development in Saline County", and

WHEREAS the Saline County Commission and University Outreach and Extension agree that further work is needed to complete the objectives of the project, and

WHEREAS the Saline County Commissioners agree to actively participate in steering group and committee activities and University Outreach and Extension agrees to participation of steering group members and other faculty as appropriate,

IT IS THEREFORE RESOLVED that the original agreement signed May 27, 1997 and amended by Amendment #1, signed September 24, 1998, be amended in the following manner:

    1. The Saline County Commission will provide the remainder of the original commitment of $10,000 cash in support of the study.
    2. The Saline County Commission will provide an additional $2500 for the remainder of calendar year 1999 and $10,000 for calendar year 2000 to support the continuation of the project through December 31, 2000 – any part of which may be used as match to help secure outside funding of the project during 2000 or beyond December 31, 2000 as outlined in the workplan herein attached. Also any unused funds can be carried over beyond December 31, 2000 to carry out ongoing efforts related to the purposes of this project.
    3. University Outreach and Extension will provide the additional support (up to $15,000 and time of faculty and staff estimated at $70,000) needed to complete the agreed upon work plan (attached and hereon a part of this amendment).

THIS AMENDMENT extends the termination of the Memorandum of Agreement to December 31, 2000. The Memorandum of Agreement may be modified at any time by mutual agreement.

The Memorandum of Agreement can be terminated by either party with 60 days notice and settlement of expenditure claims made within the approved budget up until the date of termination.

SALINE COUNTY STUDY
WORK PLAN
January 1 – December 31, 2000

Work Plan

This Saline County Study Work Plan, for the period January 1, 2000 – December 31, 2000, is hereby included, by reference, in Amendment #2 of the Memorandum of Agreement between the Saline County Commission and University Outreach and Extension, University of Missouri System.

Rationale: The Saline County Study Committee is committed to making the "Saline County Study Approach" an ongoing process. This includes the public issues forums planned for the year 2000 as well as the newly initiated Leadership Initiative through Education and Fellowship (L.I.F.E.) program that will begin in February, 2000.

In addition, it is anticipated that locally committed resources will be necessary to help secure grants to carry the Saline Study Committee process into the future as the level of involvement of Outreach and Extension faculty from the University of Missouri-Columbia decreases.

Specifics: The work plan for the year 2000 includes the following items:

    • Development and completion of the public issues forum booklet on land use in Saline county – completion by February 1, 2000
    • Begin search for and application for funding to carry knowledge-based decision making beyond December, 2000.
    • Conduct five, 3-day, L.I.F.E. sessions, between February 1, 2000 and June 30, 2000. Target is 20 participants per session.
    • Conduct "Issue Forums" throughout the year in multiple locations and groups in the county.
    • Clarify continued involvement of University of Missouri faculty beyond December 31, 2000.
    • Saline County Study Steering Committee presents draft of recommendations for policy actions to County Commissioners by August 1, 2000.
    • Final recommendations provided to the County Commission by September 1, 2000. The final recommendations will include plans for continuing knowledge-based decision making in Saline county beyond December 31, 2000.
    • September 1 – December 31, 2000 will be considered a transition period focusing on long-term plans for citizen input and citizen participation in the public issues of Saline county.
