WHEREAS the Saline County Commission has requested assistance in implementing a community (county) based process, with decision support assistance, which will help them create guidelines for future development and land use in Saline county, and

WHEREAS University Outreach and Extension, the University of Missouri, has an interest in assisting Saline county and in further development of prototype processes and decision support models which can be used by other counties and communities,

BE IT THEREFORE RESOLVED that the Saline County Commission and University Outreach and Extension mutually agree as follows:

1. The Saline County Commission will provide up to $22,500 of funding in support of the study in the following manner:

1. Up to $10,000 to reimburse expenses of the study incurred by University Outreach and Extension. This may be spread over two of the county's fiscal years at the discretion of the Commission. Reimbursements will be requested by University Outreach and Extension after the Outreach Development funds allocated to the study have been fully utilized.
2. Up to $12,500 of in-kind to cover such items as travel within the county, office space for project personnel while working in the county, and the time of county personnel assisting with the study.

2. University Outreach and Extension will provide up to $127,336 of funding in support of the study in the following manner:

1. A total of $5,000 in travel and supplies from existing E&E budgets of the participating units.
2. An estimated $68,836 of in-kind support which includes:

(1) $13,500 from existing software and data bases to be used in the study.

(2) $55,336 of personnel costs of the faculty expected to be involved in the study.

3. A total of $53,500 from Outreach Development Funds.

The attached proposal, dated 5/12/97, entitled, "Decision Support Assistance for Knowledge Based County Development in Saline County" shall serve as the guiding document for the study and this agreement.

This Memorandum of Agreement becomes effective on the date signed by the Saline County Commission. The Memorandum of Agreement will terminate no later than December 31, 1998 unless otherwise modified. The Memorandum of Agreement may be modified at any time by mutual agreement.

The Memorandum of Agreement can be terminated by either party with 60 days notice and settlement of expenditure claims made within the approved budget up until the date of termination.
